Nazi-era Germany: Who Struck First?

Hitler took office in Germany in January 1933. The first anti-Jewish law in Germany was not passed until April 1933 [1]. [So Hitler actually waited awhile to attack the Jews]. Yet before that first anti-Jewish law was passed, Jews declared a financial 'war' of sorts on Germany by announcing a boycott of German goods in March 1933, one month earlier [2], [3].

So who struck first: the Nazis or the Jews? Furthermore, Hitler was not the 'absolute power in Germany' at that time. He was only chancellor of Germany then. He did not have absolute power in Germany until 1934.
